OpenAI Education for Countries Program Update

OpenAI has expanded its Education for Countries initiative, a government-led partnership model designed to integrate agentic AI into national education systems. The program aims to move beyond simple tool access toward evidence-based deployments that utilize research partnerships to measure the impact of AI on cognition, learning, and development.

Core Pillars of Education for Countries

The Education for Countries program is structured around three primary technical and operational pillars to ensure responsible adoption:

• Research-driven deployment: Deployments utilize OpenAI’s Learning Outcomes Measurement Suite to create an evidence base for safe and effective use, allowing governments and educators to adapt technology based on shared data.
• Localized AI tools for learning: Countries receive system-wide access to secure, compliant, and private versions of ChatGPT, Codex, and the OpenAI API platform, tailored specifically for educational contexts.
• Teacher training and enablement: The program provides AI literacy, professional development, and certifications to ensure educators can use AI tools confidently and responsibly.

Progress and Impact in the First Cohort

OpenAI's first cohort of partner countries is implementing these pillars with varying focuses on student reach, teacher productivity, and economic development:

Estonia

Estonia's Ministry of Education, via the AI Leap Foundation, is conducting a nationwide research-driven deployment of ChatGPT Edu. The initiative has reached over 20,000 students and 4,600 teachers. In collaboration with the University of Tartu and Stanford, OpenAI is researching how AI affects learning in real classroom settings. Additionally, the Presidential Codex Hackathon saw 150 participants create tools such as an AI STEM Tutor and a Maths Feedback Coach.

Jordan

As part of a national initiative led by the National Council for Future Technology, over 1 million students and 100,000 teachers have used the AI Education Assistant, Siraj.

Kazakhstan

A national deployment of ChatGPT Edu across 20 regions has resulted in 84,000 educators completing AI-readiness training. Survey data indicates that 9 in 10 educators find ChatGPT Edu useful for their work, with 44,000 active educators generating 1.5 million prompts in the first month.

Slovakia

Early university surveys show that over 9 in 10 educators report increased productivity, saving approximately 5 hours per week. The Ministry of Education utilized Workspace Agents to draft revised teacher professional standards linked to the national AI competency framework, reducing a process that typically takes months to a few hours.

Greece

Greece focused on economic capacity through the OpenAI for Greece AI Startup Accelerator, which selected 21 AI-native startups from 240 applications to cultivate local founders and talent.

Integration of Singapore

Singapore has joined the Education for Countries program through "OpenAI for Singapore." Working with the Ministry of Education (MOE) and GovTech, OpenAI is supporting use cases for personalized learning, including interactive mother tongue language learning. To ensure a teacher-driven approach, OpenAI is providing practical workshops and "Codex for Teachers" hackathons via a Singapore-specific chapter of the OpenAI Academy.

Future Initiatives for Educators

To further its teacher-first strategy, OpenAI will launch "OpenAI Luminaries," a new educator engagement track. This program will focus on co-designing tools with teachers, creating practical classroom resources, and sharing teacher-led examples across participating countries.
