OpenAI Ending the Capability Overhang Report and Initiatives

OpenAI has released a report titled "Ending the Capability Overhang," which identifies a growing gap in how different users and nations leverage AI "thinking capabilities" for complex work. To address this, OpenAI is expanding its "OpenAI for Countries" initiative in 2026 to provide governments with flexible partnerships focused on education, health, cybersecurity, and workforce training.

The AI Capability Overhang

There is a significant disparity in how AI is utilized across different demographics and nations, termed the "capability overhang." This gap is not merely about access to tools, but about the level of complexity of the tasks being performed.

User-Level Disparities

Research indicates that power users rely on approximately seven times more advanced "thinking capabilities" than typical users. While typical users often rely on simple prompts, power users employ AI for more complex, multi-step work.

Country-Level Gaps

Across more than 70 countries with the highest ChatGPT usage, some nations use 3Ñ more thinking capabilities per person than others. This gap is not driven by income alone:

  • High-Usage Leaders: The United States and India lead in total user numbers, while Singapore and the Netherlands show high population penetration.
  • Agentic Tool Adoption: Countries such as Vietnam and Pakistan rank among the top users of agentic tools, showing more than 2Ñ higher per-person use of advanced tasks like Codex, Connectors, and data analysis.

OpenAI for Countries Expansion

To prevent a small number of countries from pulling ahead economically and technologically, OpenAI is expanding the "OpenAI for Countries" initiative in 2026. The program is designed to move nations from basic AI use to deeper adoption by integrating AI into public services, workplaces, and education systems.

New Focus Areas for 2026

The expansion includes new initiatives targeting several critical sectors:

  • Education: Strengthening learning and preparing students for future jobs.
  • Health: Integrating AI into healthcare systems.
  • AI Skills Training: Providing certifications and training for the workforce.
  • Disaster Response: Enhancing preparedness and response capabilities.

  • Start-up Accelerators: Supporting the growth of AI-driven entrepreneurship.

Education for Countries Program

Because governments are increasingly treating AI as essential education infrastructure, OpenAI has launched the "Education for Countries" program. This initiative focuses on equipping both students and learners with AI skills and providing educators with tools and training to foster critical thinking.

The first set of partners for Education for Countries includes:
