OpenAI has expanded its partnership with the UK Government to provide ChatGPT Enterprise to the Ministry of Justice and introduce UK data residency options for its platform users. These initiatives aim to accelerate AI adoption across the public and private sectors and enhance the UK's sovereign AI capabilities.

Public Sector Adoption: UK Ministry of Justice

The UK Ministry of Justice is deploying ChatGPT Enterprise to 2,500 employees to improve efficiency in public service delivery. This deployment follows a successful pilot program that demonstrated time-saving benefits in routine tasks such as document analysis, legal work, compliance, writing support, and data and research processes.

Beyond the Ministry of Justice, OpenAI technology is already integrated into several UK Government tools:

  • Humphrey: An AI assistant designed to reduce the administrative burden on civil servants in Whitehall.
  • Consult: A tool that automates the sorting of public consultation responses, reducing a process that previously took weeks to minutes.

UK Data Residency and Sovereign AI

Starting Friday, October 24th, OpenAI is introducing UK data residency. This allows customers using the API Platform, ChatGPT Enterprise, and ChatGPT Edu to store their data within the UK to meet local data protection requirements and preferences. The Ministry of Justice will be the first entity to benefit from this feature.

This data residency offering is separate from Stargate UK, an AI infrastructure partnership between OpenAI, NVIDIA, and Nscale intended to deliver AI models on local computing power for specialist use cases where jurisdiction is critical.

Market Impact and Strategic Goals

OpenAI reports that the number of users in the UK has increased fourfold over the past year, with the UK ranking as a top-five global market for both API developers and paid subscribers. The company's tools are currently utilized by a range of British institutions and businesses, including Oxford University, NatWest, Virgin Atlantic, and Synthesia.
