The initiative aims to reduce application decision times by 50%, supporting the UK government's goal of building 1.5 million new homes by 2029 by alleviating administrative backlogs in local planning authorities.
AI Planning Prototype Capabilities
The new prototype acts as a highly skilled assistant for planning officers, automating the labor-intensive aspects of data extraction and case analysis. It is currently being trialed in the boroughs of Barnet, Camden, and Dorset. The tool streamlines routine tasks through four primary functions:
- Data Consolidation: The system pre-processes backlogs, extracts key site information, and highlights data gaps, allowing planners to review all necessary information on a single screen.
- Policy Identification: The AI highlights relevant national and local policies, pre-assesses compliance, and provides exact citations for officer verification.
- Feedback Summarization: The tool reviews individual consultation letters to identify precedents or key objections.
- Assessment Drafting: The AI creates initial drafts of final reports, including the proposed conditions and the rationale for the decision.
Human-in-the-Loop Governance
To ensure accountability and legal validity, the planning officer remains the final decision-maker. Officers review every line of AI-generated text, edit the reasoning, and maintain the sole authority to approve or reject applications. The prototype maintains a robust audit trail by recording its work at every step, creating a a clear chain of thought for every decision.
Integration with Extract
This prototype builds upon Extract, a tool already available to all councils in England. Extract specializes in converting unstructured legacy planning documents (often stored as PDFs) into usable digital data. In trials across more than 20 local planning authorities, Extract is expected to save the average council approximately 255 hours of manual work per year.
Implementation Timeline and Goals
Following the trials in Barnet, Camden, and Dorset, the UK government intends to make the AI planning tool available to all councils nationally starting in 2027. The primary objective is to reduce the burden on straightforward householder applications—which account for nearly 70% of all planning applications annually—thereby allowing officers to dedicate more time to complex cases of public benefit.
