OpenAI for Countries Initiative

OpenAI has introduced OpenAI for Countries, a new initiative within the Stargate project designed to help nations build their own AI infrastructure and ecosystems. This program aims to provide a democratic alternative to authoritarian AI models by partnering with governments to deploy secure, in-country data centers and localized AI services.

Infrastructure and Data Sovereignty

OpenAI for Countries enables nations to build in-country data center capacity to ensure data sovereignty. These secure facilities allow countries to customize AI models and leverage their own data in a private and compliant manner, while fostering the growth of local industries.

Localized AI Services for Citizens

The initiative provides customized versions of ChatGPT to citizens, tailored to the specific language, culture, and needs of each partner country. OpenAI states these tools are intended to improve public services, including healthcare and education, and are designed to respect future global standards.

National AI Ecosystems and Funding

To support the economic growth associated with AI, OpenAI will collaborate with partner countries to raise and deploy national startup funds. By combining local and OpenAI capital, the program aims to seed national AI ecosystems that create new jobs, companies, and revenue streams.

Democratic AI Principles and Security

OpenAI defines "democratic AI" as the development and deployment of AI that protects long-standing democratic principles, such as the freedom to choose how to work with AI and the prevention of government use of AI to amass control. The initiative is coordinated with the US government to ensure US-led AI leadership and a global network effect for democratic AI.

As models become more powerful, OpenAI is committing to ongoing investments in security and safety controls, including physical and data center security. The company emphasizes that AI safety must respect human rights and democratic processes.

Implementation Phase

OpenAI intends to pursue 10 projects with individual countries or regions during the first phase of the initiative. Partner countries will also invest in the expanding global Stargate Project, contributing to a growing network of democratic AI infrastructure.
