OpenAI and GSA Partnership: ChatGPT Enterprise for U.S. Federal Workforce

OpenAI and the U.S. General Services Administration (GSA) have partnered to provide ChatGPT Enterprise to the entire U.S. federal executive branch workforce for a nominal fee of $1 per agency for the next year. This initiative aims to reduce administrative red tape and paperwork, allowing federal employees to focus more on serving the American people.

Universal Access to Frontier Models

Every participating U.S. federal agency will have access to OpenAI's leading frontier models via ChatGPT Enterprise for one year at the nominal cost of $1 per agency. As part of this rollout, OpenAI is providing an additional 60-day period of unlimited use for advanced features, including Deep Research and Advanced Voice Mode.

Educational Support and Training Infrastructure

To facilitate the adoption of AI within the federal government, OpenAI is providing a comprehensive suite of educational resources:

  • Dedicated Communities and Training: A government user community and tailored introductory trainings are available through the OpenAI Academy.
  • Guided Learning: Custom training platforms and partner-led sessions are provided to help employees leverage AI tools.
  • Implementation Partners: OpenAI is collaborating with Slalom and Boston Consulting Group (BCG) to ensure the secure and responsible deployment of these tools and to provide further training.

Security, Compliance, and Data Privacy

ChatGPT Enterprise is designed with safeguards to protect sensitive government information. OpenAI specifies that ChatGPT Enterprise does not use business data—including both inputs and outputs—to train or improve its models. These same data privacy safeguards will be applied to all federal government use cases.

Evidence of AI Utility in Public Service

OpenAI cites two pilot programs as evidence of the efficiency gains possible through AI integration in government:

  • Commonwealth of Pennsylvania: Employees using ChatGPT saved an average of approximately 95 minutes per day on routine tasks.
  • North Carolina Department of State Treasurer: 85% of participants in a 12-week pilot reported a positive experience using ChatGPT.

This initiative aligns with the Trump Administration’s AI Action Plan, focusing on making powerful AI tools available across the federal government to increase the efficiency and reliability of public services.
