OpenAI has introduced an Economic Blueprint for South Korea, outlining a strategy to translate the country's strengths in semiconductor manufacturing, digital infrastructure, and government priority into scaled, trusted AI adoption. The blueprint proposes a dual-track approach to ensure South Korea becomes a global AI powerhouse by balancing independent capability-building with strategic international collaborations.

Strategic Framework: The Dual-Track Approach

South Korea will pursue two complementary paths to AI leadership: building sovereign AI capabilities and pursuing strategic collaborations with frontier AI developers.

  • Sovereign AI Capabilities: Korea is encouraged to develop its own foundation models, infrastructure, GPU supply, and data governance to maintain strategic autonomy.
  • Strategic Collaborations: Partnering with frontier AI developers—such as the collaborations between OpenAI, Samsung, SK, and the Ministry of Science and ICT (MSIT)—accelerates the adoption of state-of-the-art technologies and improves operational maturity.

These two tracks are designed to be mutually reinforcing, where frontier adoption strengthens the data stewardship and cost efficiency required to reinforce the local sovereign AI ecosystem.

Priority Sectors for AI Impact

The blueprint identifies four key areas where AI integration can provide the most significant economic and social benefits:

Exports and Industrial Competitiveness

AI-enabled design, smart factories, and autonomous systems can optimize the export-driven economy, specifically in semiconductors, automotive, and shipbuilding. These tools are intended to reduce cycle times, improve yield, and optimize supply chains.

Healthcare and Social Welfare

To address an aging population, AI is proposed to support clinicians, reduce medical errors, and streamline documentation. The blueprint emphasizes that these deployments must be managed through sandboxes, monitoring, and human oversight to ensure safety.

Education and Talent

AI tutors and educator copilots are intended to personalize learning and expand access to education beyond major metropolitan areas, creating an "AI-native" student experience.

SMEs and Regional Vitality

Lightweight, affordable AI assistants for compliance, paperwork, and exports can enable small and medium-sized enterprises (SMEs) to participate in the AI economy and support economic growth outside of Seoul.

Technical and Policy Enablers

To achieve these goals, the blueprint focuses on four primary enablers:

  • Infrastructure at Scale: Through the Stargate initiative and work with MSIT, OpenAI and partners like Samsung and SK plan to expand compute capacity and implement frontier-level data center practices regarding power, efficiency, and software operations.
  • Operational Readiness: The blueprint calls for disciplined testing, staged rollouts, and real-time monitoring to ensure reliable AI deployment in public and enterprise services.
  • Data Governance and Sandboxes: The implementation of interoperable data platforms and clear rules for pseudonymization and consent enables responsible experimentation via supervised regulatory sandboxes.
  • Modernized Policy Environment: The strategy advocates for stable, internationally aligned guidelines and the opening of non-sensitive public data to reduce investment uncertainty.

Expected Outcomes and Global Positioning

If South Korea successfully pairs sovereign capabilities with frontier partnerships, it can scale AI across its economy and boost productivity. The goal is for South Korea to develop an exportable "AI nation package"—bundling technology, financing, and policy know-how—similar to its previous success in smart cities and nuclear power.
