OpenAI has introduced Trusted Access for Cyber, a framework designed to distribute advanced cybersecurity capabilities to defenders based on trust, validation, and safeguards. This initiative aims to strengthen the global cyber defense ecosystem by providing specialized tools and financial support to a wide range of organizations, from open-source maintainers to global financial institutions.
The Trusted Access for Cyber Framework
Trusted Access for Cyber operates on the principle that advanced cyber capabilities should be broadly available to defenders, but access must scale according to trust and the implementation of safeguards. The program is designed to support a diverse array of defenders, including:
- Major enterprises and security vendors
- Vulnerability researchers and open-source security teams
- Public institutions and nonprofits
- Small teams with limited security resources
Financial Support via the Cybersecurity Grant Program
To ensure that software developers without 24/7 security teams can benefit from frontier model capabilities, OpenAI has committed $10 million in API credits through its Cybersecurity Grant Program. This funding is intended to lower the barrier to entry for developers and smaller organizations to implement advanced defensive measures.

OpenAI has provided access to the GPT-5.4-Cyber model to two key government bodies for specialized evaluation of its cyber capabilities and safeguards:
- The U.S. Center for AI Standards and Innovation (CAISI)
- The UK AI Security Institute (UK AISI)
