OpenAI and Malta Partnership: ChatGPT Plus for All Citizens

OpenAI and the Government of Malta have established a partnership to provide ChatGPT Plus access to all Maltese citizens, marking the first national-scale rollout of the service. This initiative aims to transform artificial intelligence into a global utility by combining tool access with mandatory AI literacy education.

National AI Literacy and Access

Malta's "AI for All" initiative provides a structured path for citizens to gain access to advanced AI tools. To receive one year of ChatGPT Plus at no cost, citizens must first complete an AI literacy course developed by the University of Malta. This course is designed to teach participants what AI is, its capabilities and limitations, and how to use the technology responsibly in both professional and domestic settings.

Implementation and Distribution

The program launches in May 2026, with the Malta Digital Innovation Authority managing the distribution of access to eligible participants. The rollout will scale as more residents and citizens living abroad complete the required educational course.

Strategic Goals and Government Vision

According to Silvio Schembri, the Maltese Minister for Economy, Enterprise and Strategic Projects, the partnership is designed to ensure citizens of all backgrounds can build the confidence and skills necessary for a digital economy. Schembri stated:

"By pairing this education with free access to the most advanced digital tools available today, we are turning an unfamiliar concept into practical assistance for our families, students, and workers."

George Osborne, Head of OpenAI for Countries, described the move as a step toward making intelligence a "national utility," suggesting that governments play a critical role in ensuring populations have the both access and skills to utilize AI effectively.

The OpenAI for Countries Initiative

This partnership is part of the broader "OpenAI for Countries" initiative, which supports governments in moving from initial AI interest to strategic national adoption. Rather than applying a universal model, the initiative focuses on local priorities such as workforce training, public services, education, and AI literacy. OpenAI is currently engaged in similar efforts with governments in Estonia and Greece to support their national education systems.
