Anthropic and the Government of Rwanda MOU for AI Integration

Anthropic and the Government of Rwanda have signed a three-year Memorandum of Understanding (MOU) to integrate AI into Rwanda's health, education, and public sector systems. This agreement represents the first time Anthropic has formalized a multi-sector partnership through a government MOU on the African continent.

Health Sector Acceleration

Anthropic is supporting the Rwandan Ministry of Health to help achieve national health goals. The collaboration focuses on utilizing AI to support efforts to eliminate cervical cancer and reduce both malaria and maternal mortality.

Public Sector Developer Enablement

Government developer teams across various institutions will be provided with access to Claude and Claude Code. To ensure these tools are used effectively and independently, Anthropic is providing:

• API credits
• Hands-on training
• Capacity building

These resources are intended to support Rwanda's broader strategy of integrating AI into other public sector functions.

Education Partnership Expansion

The MOU formally codifies an education agreement established in fall 2025. This existing partnership includes the following components:

• Teacher Support: 2,000 Claude Pro licenses provided for educators across Rwanda.
• Public Service Training: AI literacy training for public servants.
• Regional Reach: The deployment of a Claude-powered AI learning companion across eight African countries.

Implementation and Governance

Anthropic's Beneficial Deployments team is working with the Ministry of ICT and Innovation to design programs tailored to Rwanda's specific needs and priorities. The partnership emphasizes local autonomy, responsible deployment, and capacity building to ensure that teachers, health workers, and public servants can use AI safely.
