The OpenAI for Countries Initiative

The initiative addresses the fact that few countries possess the resources to build frontier models from scratch, focusing instead on the adaptivity of existing high-capability systems.

Localization in this context involves three primary dimensions:

OpenAI is currently piloting a localized version of ChatGPT for students in Estonia as part of its ChatGPT Edu work, which incorporates local pedagogical approaches and curricula.

All localized deployments are governed by the Model Spec, a public document defining how OpenAI models are intended to behave. The Model Spec ensures that while models are localized, they maintain consistent global boundaries.

Red-Line Principles

The Model Spec includes "red-line principles" that apply to all deployments, including those under the OpenAI for Countries program. These principles prioritize human safety and human rights, specifically prohibiting the use of models for:

  • Acts of violence, weapons of mass destruction, terrorism, persecution, or mass surveillance.
  • Targeted or scaled exclusion, manipulation, undermining human autonomy, or eroding participation in civic processes.
  • Violations of individual privacy in AI interactions.

Constraints on Customization

For first-party experiences like ChatGPT, OpenAI has established specific constraints to ensure that localization does not compromise factual integrity or safety:

  • Factual Substance: Localization may alter the language or tone of a response, but it cannot change the substance or balance of facts presented, adhering to the "objective point-of-view" principle.
  • Safety-Critical Information: Users must maintain easy access to trustworthy, safety-critical information.
  • Transparency of Modifications: Any content removed due to legal requirements or any information added during the localization process will be transparently identified to the user, including the rationale for the removal without disclosing the redacted content itself.
