OpenAI expands AI access and cyber defense tools for US government

OpenAI and the U.S. General Services Administration (GSA) have entered a multi-year agreement to provide federal, state, local, and tribal governments with subsidized access to advanced AI tools. This initiative aims to modernize public services and strengthen national cyber defense by removing cost barriers for approximately 23 million public-sector employees.

Subsidized Access and Pricing for Public Sector

OpenAI is eliminating the standard $15 per user per month license fee for eligible government organizations, reducing it to $0 with no minimum commitment. Additionally, these organizations receive a 50% discount on usage costs. This agreement is effective from October 1, 2026, through December 31, 2028.

To support adoption, OpenAI is providing several operational resources:

  • Financial and Technical Guidance: Buyer guidance, usage estimates, spend controls, FinOps guidance, and onboarding support.
  • Training: An expanded Government Academy and webinars to help public servants become confident AI users.
  • Data Privacy: ChatGPT Enterprise ensures that business data, including inputs and outputs, is not used to train or improve OpenAI models.

Enhanced Cyber Defense Capabilities

OpenAI is expanding access to its Daybreak suite to protect critical systems in transportation, public health, utilities, and emergency response.

  • Daybreak Blue: Every verified government entity is approved for Daybreak Blue access at 50% off standard commercial pricing, accompanied by scaled training to help defenders identify vulnerabilities.
  • Daybreak Red: Government entities can request access to Daybreak Red for advanced red teaming, exploit validation, and vulnerability research at standard commercial pricing.

These measures build upon the "Daybreak for Frontline Defenders" initiative, which includes a $1 billion global commitment to subsidized access and technical support for cyber defenders.
