OpenAI has expanded its ChatGPT ads pilot by introducing a beta self-serve Ads Manager and cost-per-click (CPC) bidding. These updates aim to make it easier for businesses of all sizes to participate in the platform while maintaining a clear separation between advertisements and ChatGPT's AI-generated answers.
Expanded Access via Self-Serve Tools and Partners
OpenAI is transitioning from working with a small group of initial advertisers to a broader ecosystem. This expansion is facilitated through two primary channels:
- Beta Self-Serve Ads Manager: A new portal allows advertisers—ranging from small and medium-sized businesses (SMBs) and startups to global brands—to sign up, manage payment information, set budgets and bids, upload ads, and track performance directly.
- Agency and Technology Partners: OpenAI is collaborating with agency partners including Dentsu, Omnicom, Publicis, and WPP, as well as technology partners such as Adobe, Criteo, Kargo, Pacvue, and StackAdapt. These partners assist with budgeting, bidding, and creative development, while OpenAI's internal systems maintain control over all delivery decisions.
Introduction of Cost-Per-Click (CPC) Bidding
While the initial phase of the pilot utilized cost-per-mille impressions (CPM), OpenAI has now introduced cost-per-click (CPC) bidding. This allows advertisers to align their spending with actual user actions rather than just impressions.
Because ChatGPT conversations are often decision-oriented—where users are comparing options or learning about a category—a click serves as a stronger signal of relevance. Under the CPC model, advertisers are only charged when a click outcome occurs. OpenAI will continue to support both CPM and CPC buying options.
Enhanced Measurement and Privacy
To provide advertisers with better performance data, OpenAI has launched the Conversions API and pixel-based measurement. These tools allow businesses to track post-engagement actions, such as sign-ups, leads, or purchases.
These measurement tools are built with a privacy-first approach:
- Aggregated Insights: Advertisers receive aggregated performance data rather than access to individual user conversations.
- Ad Relevance: Stronger measurement signals are used to improve the quality of ad matching and ensure that ads are more relevant to the user's needs.
OpenAI states that ChatGPT's answers remain independent of advertising, and user conversations stay private, adhering to the company's established advertising principles.
