OpenAI has banned a set of ChatGPT accounts originating in Rwanda that were used to generate partisan tweets ahead of the country's elections. This disruption prevents the use of AI-generated content to automate the production of political messaging intended to manipulate social media trends.

The operation employed a "theme and variations" approach to content generation, focusing on the benefits the Rwandan Patriotic Front party had brought to the country.
Key Indicators
- Hashtags: The network primarily used the hashtags #RPFOnTop, #PKNiWowe, and #ToraKagame24.
- Multilingual Support: While most comments were in English, the network also produced content in French and Kinyarwanda.
- Pattern Recognition: Because the network generated a massive volume of comments on specific themes, the posts exhibited similar wording and structure. OpenAI notes that in short texts on a specific theme, the limited number of available synonyms and structures means that high-volume AI generation often creates a "family resemblance" that helps expose the activity.
Impact Assessment
Despite posting thousands of tweets, the network's actual engagement was minimal. Most posts received only single-digit replies, likes, or shares, with many receiving none at all.
OpenAI characterizes this combination of high scale and low engagement as typical of comment-spamming networks. The primary objective appears to have been making specific hashtags trend on X in Rwanda to reach users who did not follow the network's accounts. While some promoted hashtags did reach the top ten trends on X in Rwanda, the network's accounts were not the only ones using those hashtags.
