OpenAI has introduced the Child Safety Blueprint, a policy framework designed to strengthen U.S. child protection frameworks to combat child sexual exploitation and abuse (CSAM) in the age of AI. This blueprint aims to prevent harm by integrating legal, operational, and technical strategies to identify risks and accelerate responses.

Three Key Priorities for Child Protection

The Child Safety Blueprint focuses on three primary pillars to address the evolving threats posed by generative AI:

1. Modernizing Legal Frameworks

OpenAI advocates for the modernization of laws to specifically address AI-generated and altered CSAM, ensuring that legal frameworks keep pace with the technological capabilities of generative AI.

2. Improving Reporting and Coordination

The blueprint emphasizes enhancing the coordination and reporting processes between AI providers and law enforcement to support more effective investigations into child exploitation.

3. Implementing Safety-by-Design

OpenAI proposes building safety-by-design measures directly into AI systems. This approach focuses on preventing and detecting misuse at the system level to interrupt exploitation attempts before they occur.

Collaborative Development and Industry Standards

The framework was developed in collaboration with leading child safety organizations and experts, including the National Center for Missing and Exploited Children (NCMEC), Thorn, and the Attorney General Alliance (AGA), specifically its AI Task Force co-chairs, North Carolina Attorney General Jeff Jackson and Utah Attorney General Derek Brown.

Layered Defenses and Prevention Architecture
