OpenAI has introduced a framework of "people-first" industrial policy ideas aimed at preparing society for the transition toward superintelligence. This initiative seeks to expand economic opportunity, share prosperity, and build resilient institutions to ensure that advanced AI benefits the general population rather than a small group of stakeholders.
Framework for Intelligence Age Policy
OpenAI asserts that incremental policy updates are insufficient for the scale of change brought by the move toward superintelligence. The proposed industrial policy framework is designed to be exploratory and early-stage, serving as a starting point for democratic refinement and challenge rather than a final set of recommendations.
Support for Policy Research and Development
To move these ideas from theory to implementation, OpenAI is providing financial and technical resources to researchers and policymakers:
- Research Grants: A pilot program offering fellowships and focused research grants of up to $100,000.
- API Credits: Provision of up to $1 million in API credits to support work that builds upon these policy ideas.
- Collaborative Spaces: The establishment of an OpenAI Workshop in Washington, DC, which opened in May, to convene discussions on these policy frameworks.
Public Engagement and Feedback
OpenAI initially opened a dedicated channel for feedback via email to organize community input. As of June 9, the organization stopped accepting new submissions after receiving over 400 responses, and is currently in the process of reviewing potential grant recipients.
