Norway to Build World's First Full-Scale Ship Tunnel

Norway is set to begin construction on the world's first full-scale ship tunnel, the Stad Ship Tunnel, following a government budget allocation of NOK 8.6bn (£671m). The project aims to eliminate the maritime risks associated with the Stad peninsula, one of the most exposed and dangerous stretches of the Norwegian coast.

Improving Maritime Safety and Reliability

The Stad Ship Tunnel is designed to provide a safe passage for coastal ferries and small passenger ships, allowing them to bypass the Stad peninsula entirely. This is a critical safety upgrade because the peninsula is notorious for severe weather and hazardous conditions, resulting in approximately 33 maritime deaths since the Second World War.

Currently, ships face storms for roughly 100 days per year along the peninsula, often forcing vessels to drop anchor and wait for weather clearance. The tunnel will ensure uninterrupted navigation regardless of the surface weather conditions.

Operational Efficiency and Route Reduction

Navigating through the tunnel will significantly reduce travel time and distance for coastal shipping:

  • Distance Reduction: The tunnel will cut total journey lengths in the area by approximately 56 kilometres.
  • Transit Time: At a speed of eight knots, traversing the nearly 2km tunnel will take only 10 minutes.

Engineering and Construction Specifications

The project involves significant civil engineering challenges due to the local geography and infrastructure:

  • Excavation Method: Construction will utilize a "drill and blast" process to penetrate a thick rock layer.
  • Material Volume: Approximately three million cubic metres of rock must be removed.
  • Logistics: Because local road infrastructure is limited, construction materials will be delivered by sea.
  • Water Management: A rock wall will be implemented to keep the tunnel dry during the construction phase.

Project Timeline and Procurement

The Stad Ship Tunnel has undergone a long period of planning and debate before receiving final approval:

  • Planning History: The project was included in Norway's National Transport Plan in 2013, following economic feasibility debates in the 2000s. The Ministry of Transport and Communications gave final approval for preparations in 2021.
  • Current Status: The Norwegian parliament is finalizing the budget as of June 19, 2026, with construction expected to start in early 2027.
  • Bidding: Final bids for the main contract were received in April from AF Gruppen, Eiffage Génie Civil, and a consortium consisting of Skanska and Vassbakk & Stol.
  • Completion Goal: The tunnel is expected to be open for boat traffic by 2031.
